Mulvaney argued that the notion of a "deep state" was working to undermine the elected government is "absolutely 100% true."
"It's our job to go out and fix it," Mulvaney said.
The White House acting chief of staff added that civil servants must follow administration orders or leave.

Mulvaney also warned that Britain's decision to push ahead with installing the Chinese Huawei 5G infrastructure would lead to a "direct and dramatic impact for us to share information with the U.K."
Last month, UK Prime Minister Boris Johnson gave the green light for Huawei to build its 5G infrastructure in the UK with restrictions.
But Johnson faced pressure from President Donald Trump to block the Chinese tech giant due to national security concerns.
Mulvaney also mocked the idea of taxing individuals over their environmental activities.
